Ab‑Initio Flight Operations Officer / Flight Dispatcher Course
The Ab‑Initio Flight Operations Officer / Flight Dispatcher (FOO/FD) course delivered by Air Baltic Training is designed for individuals starting their career in operational control and aiming to become certified Flight Dispatchers. The program is built on ICAO Doc 10106 guidelines and ICAO Doc 9868 (PANS‑TRG) standards, and incorporates the forward‑looking requirements outlined in EASA NPA 2023‑01. Training is delivered through a balanced combination of classroom activities, guided self‑study, and practical exercises. This structure ensures a strong competency‑based foundation for future Flight Dispatchers working in dynamic airline environments.
We also offer Recurrent course to refresh and strengthen the core competencies required of a Flight Operations Officer and Flight Dispatcher.
Objectives
The course develops the full set of competencies required to perform the duties of a Flight Operations Officer and Flight Dispatcher. It integrates continuous assessment throughout the entire training period, ensuring that CBTA principles are consistently applied and trainee progression is monitored in real time. Trainees advance through structured phases covering foundational FOO knowledge, dispatcher‑specific tasks, practical flight planning, and supervised on‑the‑job training, preparing them to apply these competencies confidently in real operational control environment.
Examination / Licensing
Graduates complete theoretical and practical assessments and receive a certificate of completion. This certificate provides the foundation for subsequently obtaining a State Flight Dispatcher licence once all additional State requirements have been fulfilled.

Air Baltic Training facilities, Riga, Latvia, and designated operational control center (Air Baltic OCC).

- Secondary education (or equivalent)
- English proficiency at ICAO Level 4 or equivalent
- Basic understanding of mathematics and physics (basic entry-level test)
